ELOGE Italy Programme
European Label of Governance Excellence is a programme of the Council of Europe
The European Label of Governance Excellence (ELoGE) is a recognition by the Council of Europe to local authorities that have achieved high levels of Good Governance.
The ELoGE programme is based on a partnership between the Council of Europe and a body at regional, national or transnational level with proven expertise and experience in the field of Good Governance, especially at the local level. Accredited bodies are responsible for implementing the ELoGE programme for the benefit of municipalities in a given region or country.
With the help of the Centre of Expertise for Good Governance of the Council of Europe, the accredited body undertakes to implement ELoGE in a suitable number of municipalities within a given period of time (usually 6 to 12 months).
This means first identifying the municipalities that wish to implement ELoGE and then and helping them to undertake the different steps of the programme.
After careful and thorough analysis of the data collected, conducted by a specially composed national evaluation platform, the accredited body awards ELoGE to the deserving municipalities that have successfully completed the entire programme.
This label, valid for one year, is recognition that a municipality has achieved a high level of Good Governance according to Council of Europe standards.
But far from being the end of a process, ELoGE is above all a tool for municipalities to understand their strengths and weaknesses and to initiate actions to address them in the most efficient and effective way. The Council of Europe is in fact ready to make targeted cooperation activities available to the municipalities involved.
